Abstract

General Background Veterinary Public Health Centers are expected to deliver animal health services effectively and efficiently. Specific Background Imbalanced workload allocation among medical personnel at the Veterinary Public Health Center (Puskeswan) can negatively influence the quality of services provided. Knowledge Gap Existing operational activities lack structured task distribution, leading to disparities where some personnel experience excessive workloads while others have insufficient capacities. Aims This study seeks to evaluate workload distribution by applying the Full Time Equivalent method to assess staffing requirements and optimize human resource utilization. Results The analysis reveals that both primary medical personnel fall under the underload category, with Physician A obtaining a Full Time Equivalent value of 0.69 and Physician B recording 0.13. Novelty This work establishes a quantitative workload evaluation framework utilizing Full Time Equivalent metrics tailored specifically for veterinary public health service centers. Implications Redistributing tasks based on comprehensive workload evaluations successfully establishes balanced responsibilities, optimizes human resource efficiency, and preserves high service quality.

KEY FINDINGS HIGHLIGHTS

  1. Physician A records a Full Time Equivalent value of 0.69 with a total workload of 414.77 hours, classifying the position as underloaded.

  2. Physician B records a Full Time Equivalent value of 0.13 with a total workload of 76.03 hours, indicating considerable unused capacity.

  3. Task redistribution and schedule adjustments are required to resolve operational imbalances and ensure proportional workload distribution.
